An address registration is not a residence permit. Understand the three-day address deadline, EU residence documentation and the separate route for non-EU family members.

Three documents answer three different questions

Meldezettel, Anmeldebescheinigung and Aufenthaltstitel are often mixed up in relocation discussions. Address registration records where you live. An Anmeldebescheinigung documents qualifying residence under EU-law rules for the people covered by that procedure. An Aufenthaltstitel is a residence title used in the relevant non-EU routes. One document should not be treated as a substitute for another just because all concern living in Austria.

Reviewed on 16 October 2026, this guide explains the distinction and how to organise your next step. It is not an individual residence decision. The right route depends on citizenship, existing status, family relationship, purpose and duration of stay. If someone tells you “just get the Meldezettel and you can work”, ask which document establishes your actual right to take the proposed employment.

Meldezettel: the form used for address registration

In everyday speech, people often call their address-registration evidence a Meldezettel. Strictly, the Meldezettel is the registration form; completion of registration gives the corresponding confirmation. The ordinary address-registration deadline is within three days of moving into accommodation, subject to the applicable exemptions. It is not generally a deadline measured from obtaining a job or finishing a residence application.

Use the competent registration office and the correct evidence for your accommodation. A municipal registration task and an immigration appointment can be handled by different bodies. Keep the confirmation in your arrival file, but do not present it as a work permit. If a bank or employer asks for “registration”, clarify whether it means address evidence, residence documentation, professional registration or social-insurance registration; the English word alone can hide very different requirements.

    Anmeldebescheinigung: EU-law residence documentation

The federal registration-certificate procedure covers EU/EEA citizens and Swiss nationals who meet the relevant residence conditions. The general government guidance distinguishes an initial stay of up to three months from residence for longer than three months. For a qualifying longer stay, the application for the Anmeldebescheinigung must be made within four months of arrival. This does not replace the earlier address-registration task.

The residence basis can involve employment or self-employment, sufficient resources with comprehensive health insurance, or study with the relevant financial and insurance evidence. Do not assume that any passport, any balance in a bank account or a course booking automatically meets every condition. Choose the appropriate basis and obtain the evidence relevant to it rather than compiling unrelated documents because someone online submitted them.

Aufenthaltstitel: a separate route for the relevant non-EU situation

Austria has different residence titles for different purposes, including employment, study and family routes. The Red-White-Red Card, for example, combines the relevant residence and employment permission and is linked to the authorised employment. Registering an address does not grant that title. Nor does a residence card from another country automatically become an Austrian authorisation for the same activity.

Do not use the four-month EU registration-certificate deadline as a general allowance for a non-EU citizen to remain in Austria. Entry, permitted stay, filing rules and work commencement must be checked for the actual category. If a status permits an application from inside Austria, establish exactly what that means for your continued stay and whether work is allowed; those questions should not be answered by the existence of a Meldezettel.

Non-EU family members need their own analysis

A non-EU spouse of a qualifying EU citizen can fall under a residence-card procedure under EU-law family rules, rather than applying for the EU citizen’s Anmeldebescheinigung. A family member joining an RWR or Blue Card holder may instead have an Austrian family-reunification route. Relationship and the sponsor’s status matter; do not classify the whole household by only one passport.

Create a row for each person showing identity, relationship evidence, intended status, responsible authority and deadline. Ask whether a child needs a separate application or representative and which documents are required. Coordinating the family does not mean everyone receives the same document. Keep original relationship records and any requested translations available, and clarify discrepancies in names before appointments rather than relying on verbal explanations at the desk.

Build the file around the specific authority and purpose

For the Anmeldebescheinigung, the official application guidance calls for valid identity evidence and documents supporting the relevant residence basis. It provides examples such as employment confirmation or, for other bases, resources and comprehensive insurance. The application is made in person to the competent settlement authority; appointment arrangements vary. A booking confirmation is not the certificate itself.

Use separate folders or clearly labelled sections for address, residence, employment and any regulated profession. Record the file number and submission evidence for each procedure. Do not repeatedly order translations or legalisation without checking the relevant authority’s instructions. If an adviser or employer submits something on your behalf, retain a complete copy and ask what remains your personal responsibility, including attendance and missing evidence.

Temporary accommodation does not remove the need to plan registration

Hotels and similar tourist accommodation have guest-registration rules, and the address-registration framework includes specific exceptions. A guest entry and evidence suitable for another administrative procedure should not be assumed to be interchangeable. Before booking a long temporary stay, ask the accommodation provider and the relevant authority which evidence can be provided for your actual arrangement.

Do not register an address where you have not actually taken up accommodation merely to obtain paperwork. If a rental advertisement says “no registration”, clarify the legal and practical position before paying. A short first booking may be useful while finding a home, but it should not leave you unable to explain where you live or complete the next procedure. Keep the real move-in and move-out dates accurate across your documents.

Common mistakes to avoid in the first months

The first mistake is treating three days and four months as competing versions of the same deadline; they concern different tasks. The second is assuming “EU resident” means “EU citizen”. The third is treating a job offer as permission to begin regulated professional work. The fourth is expecting one office to complete every registration automatically. Identify the exact task rather than using “papers” as a single category.

If a deadline has already been missed, contact the competent office promptly, explain the facts accurately and ask how to regularise the position. Do not invent travel dates or fictitious addresses to create a cleaner story. If you receive an adverse decision or formal notice, read the remedy instructions and seek appropriate legal advice without delay. A general blog checklist should not replace the instructions addressed to you.

FAQs and a useful arrival-planning review

Does every newcomer need an Anmeldebescheinigung? No: it belongs to the relevant EU-law procedure, not every non-EU route. Does the Meldezettel prove I can work? No. Is an Austrian nursing-register entry the same as residence documentation? No: professional authorisation answers a different question. Can I ignore registration because I plan to stay only temporarily? Check the applicable duty and exemption for the real stay instead of assuming all temporary arrangements are exempt.
