How Serbian Nurses Can Work in Austria: 2026 Guide

A Serbian Nursing Diploma Normally Follows Nostrification
Serbia is outside the EU, EEA and Switzerland, so nursing education completed there generally follows Austria’s nostrification route rather than the European recognition procedure. A narrow exception may apply where a third-country qualification has already been recognised for the same profession in an EU, EEA or Swiss state and the applicant proves at least three years of relevant lawful practice there. Citizenship or later residence in the EU alone does not convert the original Serbian diploma into an EU qualification.
Choose the Correct Austrian Nursing Level First
Austria distinguishes graduate nursing, Pflegefachassistenz and Pflegeassistenz. A Serbian title such as diplomirana medicinska sestra or tehničar does not determine the Austrian level by name alone. The authority compares the duration, theory, clinical hours, subjects and competencies of the actual programme. Use the official Nursing in Austria pathway before applying: universities of applied sciences handle graduate-nursing nostrification, while the competent provincial authority handles the two assistant levels.
Build a Detailed Serbian Education and Practice File
Prepare the diploma, transcript, complete curriculum, theory and clinical-hour breakdown, placement evidence, professional licence or chamber status where applicable, good-standing evidence, employment certificates, identity records and name-change documents. Work references should show dates, weekly hours, departments and clinical duties—not only a job title. Authorities may require originals, certified copies, German translations and legalisation. Request detailed school records in Serbia early because missing course or practice evidence is difficult to reconstruct after moving.
Compensatory Measures Are a Normal Possible Outcome
Nostrification compares the Serbian programme with the corresponding Austrian education. If substantial differences remain, the decision can require examinations, courses or additional clinical placements. This is a route to equivalence, not automatically a refusal. Official guidance may allow limited temporary work in a lower nursing level for up to two years while measures are completed, but only when the decision permits it and the person meets Health Professions Register requirements. Read the exact permitted scope before accepting a role.
German B2 and Professional Registration Are Separate Requirements
For graduate nurses, the official Nursing in Austria portal lists German at B2 for entry in the Health Professions Register. Registration is mandatory before practising the registered profession, including authorised temporary lower-level work during nostrification. Passing general German does not replace professional communication: medication safety, documentation, handover and informed patient interaction require clinical vocabulary. Start German while collecting Serbian documents rather than waiting for the nostrification decision.
Nursing Is an Austria-Wide Shortage Occupation in 2026
Austria’s national 2026 shortage list includes graduate nurses, Pflegefachassistenz and Pflegeassistenz. A Serbian citizen with a binding offer may assess the Red-White-Red Card for Skilled Workers in Shortage Occupations, which also requires qualifying training, lawful pay, sufficient points and the general residence conditions. Shortage status does not guarantee a job, replace nostrification or authorise work before registration. The offered title and duties must match the Austrian level the person may legally perform.
Plan the Residence Application With the Embassy in Belgrade
The Austrian Embassy in Belgrade states that first residence applications are generally submitted before travel and the decision awaited abroad, subject to statutory exceptions. Its current instructions require the complete file to be emailed before an appointment, with each document scanned as a separate PDF and multi-page documents combined correctly. The 2026 application fee is €218. A lawful visa-free visit is not work permission, and filing in Austria does not create a right to stay beyond the permitted short-stay period.
A Safe Serbia-to-Austria Nursing Timeline
First identify the Austrian nursing level and collect detailed school and practice records in Serbia. Begin German and submit the nostrification file, then use the authority’s decision to target employers offering a legally possible role. Check salary, collective-agreement classification, recognition conditions and realistic start date before signing. Coordinate professional registration, employment offer and residence application, and never pay for a guaranteed permit or recognition result. The safest plan treats professional authorisation and immigration as separate approvals that must meet at the start date.
