How Nurses From Kosovo Can Work in Austria: 2026 Guide

A Kosovo Nursing Diploma Normally Requires Nostrification
Kosovo is outside the EU, EEA and Switzerland, so nursing education completed there normally enters Austria through nostrification. A later EU residence status does not turn the underlying diploma into an EU qualification. A narrow exception may apply if the same third-country qualification was formally recognised for the profession in an EU, EEA or Swiss state and the nurse proves at least three years of relevant lawful practice there.
Choose the Austrian Nursing Level Before Applying
Austria has graduate nursing, Pflegefachassistenz and Pflegeassistenz. A Kosovo school title does not automatically establish the equivalent level. The authority reviews duration, theory, subjects, clinical placements, hours and competencies. Universities of applied sciences handle graduate-nurse nostrification; the competent provincial government handles assistant levels. Prepare the Evidence and Kosovo Legalisation Chain
Collect the diploma, transcript, full curriculum, separate theory and clinical-hour records, placements, licence or professional status where applicable, good standing, detailed work certificates, identity and name-change records. For use in Austrian proceedings, the Austrian Embassy Pristina states that Kosovo documents must first be legalised by Kosovo's Ministry of Foreign Affairs with the 'LEGALIZIM' stamp and then checked and over-legalised by the embassy. Confirm current translation, original and copy requirements before submission.
Compensatory Training May Be Part of Recognition
If comparison with Austrian education finds substantial differences, the nostrification decision can prescribe examinations, courses or clinical placements. This can be the route to equivalence rather than a refusal. Official rules may allow temporary work at a lower nursing level for up to two years while measures are completed, but only when the decision expressly allows it and registration requirements are satisfied. The employer cannot assign duties beyond that scope.
German B2 and the Health Register Remain Essential
The Nursing in Austria portal lists German B2 for entry of graduate nurses in the Health Professions Register. Registration is mandatory before practising the registered profession, including permitted temporary lower-level work. Learn clinical German alongside the document process: safe medication, electronic documentation, handover and patient communication require more than conversational fluency. Verify the accepted language evidence for the register rather than relying on a recruiter's promise.
The 2026 Shortage List Can Support a Work Route
Graduate nurses and both assistant levels appear on Austria's nationwide 2026 shortage list. With a binding Austrian offer, a Kosovo citizen may assess the Red-White-Red Card for Skilled Workers in Shortage Occupations. Suitable training, lawful remuneration, sufficient points and general residence conditions still apply. Shortage status does not replace nostrification, professional registration or the residence decision, and no intermediary can guarantee approval.
Use the Pristina Residence Procedure Correctly
For stays over six months, third-country nationals need an Austrian residence title. The embassy says a first application is generally filed personally abroad before entry and the decision awaited abroad; the Austrian provincial authority decides. The 2026 application fee is €218. If Visa D is required to collect an approved title, apply within the stated three-month period. Visa-free entry for up to 90 days in 180 does not permit gainful employment, and filing in Austria does not extend the visit.
Avoid Agents Offering Guaranteed Legalisation or Permits
The Austrian Embassy Pristina specifically warns against agencies claiming they can accelerate legalisation, visas or residence permits. Use official appointment and payment channels and retain receipts. A safe sequence is: confirm the Austrian profession, collect and legalise Kosovo records, learn German, obtain the nostrification decision, verify a compliant job offer, register professionally and complete residence approval before work. Separate written authority decisions from recruitment marketing.
