Use Austria's national and regional shortage lists correctly and test the offer, training, pay and points.

What Austria's shortage list actually changes

Austria publishes national and regional shortage occupations for each calendar year. A third-country national with the required training, a binding offer in a listed occupation, compliant pay and at least 55 points may use the Skilled Worker in a Shortage Occupation route. The list creates a specific route; it does not create an automatic visa, job guarantee or exemption from evidence.

Use the 2026 list, not a blog copied from an earlier year. The regulation reflects labour-market conditions and can change annually. National entries apply throughout Austria, while regional entries work only in the named federal provinces. An identical job may therefore fit the shortage route in Salzburg but not Vienna, depending on the exact occupation and current regional listing.

Match duties to the official occupation entry

Do not search only for a broad industry such as healthcare, construction or IT. The official pages list occupational groups and detailed German job titles. Compare the vacancy's actual duties, required training and workplace with those entries. A company calling a role technician or specialist does not establish that AMS will classify it under the shortage occupation you selected.

Ask the employer for a complete description and the intended Austrian occupational classification. Preserve the original advert and reconcile it with the contract and employer declaration. Materially changing duties to fit a list creates risk; the evidence should describe the genuine job. If the role is not a valid shortage occupation, another route such as Other Key Worker or EU Blue Card may still fit independently.

Training must fit the shortage occupation

The official route requires completed training in the shortage occupation. Depending on the occupation, this normally means vocational training comparable to a multi-year Austrian apprenticeship, while some entries require higher education. A short course, unrelated degree or years of experience alone should not be assumed to replace the listed training requirement.

For most non-regulated work, formal recognition is not mandatory; AMS assesses the qualification from the submitted documents. Regulated professions are different and require the formal Austrian procedure. Use the Recognition Guide early for health professions, public-school teaching and other regulated careers, because an immigration card does not authorise professional practice by itself.

You still need 55 documented points

The shortage-worker table awards points for completed training, matching experience, accepted language skills and age. In 2026 it gives age points below 30, 40 and 50 and accepts specified German, English and certain additional-language evidence. Five extra points may be available for English when it is the company's predominant language. The required minimum is 55.

Calculate conservatively and attach a document to every claimed item. Employment letters should show dates and duties clearly enough to connect the experience with the qualification. Language documents must meet the official level, issuer and age rules. The online calculator is orientation only; AMS makes the formal assessment from the submitted evidence.

Salary rules are not one universal shortage figure

For the shortage route, the prospective employer must pay at least the minimum under law, regulation or the applicable collective agreement, including customary company overpayment where required. This differs from the separate fixed 2026 minimum published for Other Key Workers and the annual EU Blue Card threshold. Do not apply the wrong category's number to a shortage case.

Ask for the collective agreement, pay group, credited experience, gross base pay, working hours, special payments and recurring allowances. A headline monthly figure may combine components that should be analysed separately. The employer declaration, contract and payroll plan must be consistent enough for AMS to assess lawful remuneration.

High-opportunity fields on the 2026 lists

The 2026 national list includes graduate nurses, nursing assistants at PA and PFA levels and numerous engineering, technical and skilled-trade occupations. The regional list adds occupations that vary by province, including selected construction, commercial, technical, social-care, hospitality, food-production and other roles. These are examples, not a substitute for checking the exact current entry and title.

Choose a target based on your actual completed education and evidence, not only demand. A shortage label does not turn an applicant into a nurse, electrician or skilled craft worker. Where the Austrian title is protected or the training scope differs, recognition, examinations or additional training may be needed before the person can perform the full advertised duties.

Test regional jobs by workplace, not headquarters

Regional shortage occupations apply only in the federal provinces named on the official list, and the employer must offer employment in one of those provinces. Confirm the actual place of work instead of relying on the company's registered headquarters. A Vienna head office advertising a role at a Tyrol site must document the genuine Tyrol workplace if the regional classification depends on it.

Be careful with mobile, hybrid and multi-site roles. Ask HR which workplace will appear in the employer declaration and contract and whether the duties will mainly be performed there. If the facts do not support a regional shortage route, assess another category rather than treating remote-work language as a way around the geographic rule.

    Build a shortage-route decision file

Create a one-page comparison containing the exact 2026 occupation entry, province if regional, training evidence, points, job duties, collective-agreement classification, salary and recognition status. Add the employer declaration owner, application location and missing documents. This lets HR see what support is needed and prevents translations or apostilles for an unsuitable route.

Our €99 Initial Assessment can review that route map and compare it with Other Key Worker or EU Blue Card alternatives where appropriate. It is not an AMS decision and does not guarantee employment or immigration approval. The value is an evidence-based sequence before the employer and candidate commit money and time.
